09:40-10:30 Roundtable: Navigating Digital Transformation at Scale – Perspectives from Government CIOs and Digital Leaders

Governments and public institutions worldwide are under increasing pressure to modernise services, strengthen resilience, improve operational efficiency, and respond to rapidly evolving citizen expectations, all while managing growing complexity, cybersecurity risks, fiscal constraints, and accelerating technological change.

“Navigating Digital Transformation at Scale – Perspectives from Government CIOs and Digital Leaders” brings together senior leaders from government, healthcare, and international organisations to explore how large-scale digital transformation programmes can be successfully delivered in complex public-sector environments. The session will examine the leadership, governance, and organisational capabilities required to modernise legacy systems, enable data-driven decision-making, and scale innovation responsibly across critical public services. Panellists will discuss the realities of transformation execution, including stakeholder alignment, change management, digital trust, cross-sector collaboration, and balancing innovation with accountability and public value. As AI, automation, and emerging technologies increasingly shape public services and policy delivery, the discussion will also explore how digital leaders can ensure transformation programmes remain secure, citizen-centric, ethical, and sustainable in the face of rapid technological disruption.

The panel will provide practical insights into what differentiates successful transformation programmes from those that struggle to achieve scale, adoption, and long-term impact.

14:00-16:00 Designing a Joint Course for an Impact-Orientated PhD Programme

This Auxiliary Event is presented in collaboration with the Ireland Chapter of the Association for Information Systems (IAIS).

Irish universities each offer distinct doctoral training environments, yet Information Systems (IS) PhD students across the country share a common need: rigorous, high-quality preparation for conducting impactful research that addresses real-world challenges. Bridging this gap requires a collective response – one that draws on the expertise and perspectives of the entire Irish IS community.
This round table discussion intends to bring together IS faculty and researchers from all Irish universities to explore the design of a joint course tailored specifically to IS doctoral students. The session will focus on defining the scope and learning outcomes of such a course, identifying mechanisms for cross-institutional delivery, and aligning the curriculum with the evolving demands of impact-oriented research in the discipline.
Participants will engage in structured discussions to shape the agenda, share insights from their own institutional contexts, and co-develop a practical framework that could be adopted collectively across Ireland. The goal is not simply to design a course, but to lay the groundwork for a sustained, community-driven initiative that elevates doctoral training in IS nationwide.
Whether you supervise PhD students, teach at doctoral level, or are passionate about the future of IS research in Ireland, your voice matters in shaping this initiative. We look forward to building something meaningful together.

IAIS thanks IVI for enabling this discussion at the IVI Summit 2026 at Maynooth University.
