Governments and public institutions worldwide are under increasing pressure to modernise services, strengthen resilience, improve operational efficiency, and respond to rapidly evolving citizen expectations, all while managing growing complexity, cybersecurity risks, fiscal constraints, and accelerating technological change.
“Navigating Digital Transformation at Scale – Perspectives from Government CIOs and Digital Leaders” brings together senior leaders from government, healthcare, and international organisations to explore how large-scale digital transformation programmes can be successfully delivered in complex public-sector environments. The session will examine the leadership, governance, and organisational capabilities required to modernise legacy systems, enable data-driven decision-making, and scale innovation responsibly across critical public services. Panellists will discuss the realities of transformation execution, including stakeholder alignment, change management, digital trust, cross-sector collaboration, and balancing innovation with accountability and public value. As AI, automation, and emerging technologies increasingly shape public services and policy delivery, the discussion will also explore how digital leaders can ensure transformation programmes remain secure, citizen-centric, ethical, and sustainable in the face of rapid technological disruption.
The panel will provide practical insights into what differentiates successful transformation programmes from those that struggle to achieve scale, adoption, and long-term impact.

Workshop

The workshop explores the integration of process mining and Generative AI to advance the analysis and understanding of business processes. Participants will gain insights into how Generative AI techniques, including Large Language Models (LLMs), can enhance process discovery, conformance checking, and process optimization. Combining theoretical foundations with practical demonstrations, the session highlights how AI-driven approaches enable more explainable, adaptive, and human-centric process analysis. Attendees will learn how this emerging synergy can support data-driven decision-making and open new avenues for innovation in process analytics.
The workshop is structured into four sessions:
•Session 1 (60 minutes): Short presentations introducing key approaches at the intersection of process mining and Generative AI, highlighting their potential to enhance process analysis.
•Session 2 (45 minutes): Roundtable discussions among panellists on opportunities, potential use cases, challenges, and the future of integrating AI into process mining.
•Session 3 (15 minutes): Summary of key discussion points and exploration of further opportunities in both industry and academia.

Workshop

This workshop features a human-AI co-moderation format. A trained AI agent named Lisa will lead the primary facilitation by introducing panellists, asking questions, guiding discussions, and synthesizing insights. Between discussion segments, a human facilitator will provide reflections and facilitate open-ended discussions with panellists, audience, or Lisa if needed. The goal is to explore whether AI is replacing or redefining human roles through lived experience rather than theoretical debate.

How far are Ireland and Europe from a working system for the secondary use of patient health data?This workshop gives a platform to experts across the health data ecosystem – from those who have built and implemented such systems in EU member states, to industry voices on data-driven innovation, to advocates putting the patient perspective on security and transparency front and centre. Participants will leave with a clearer picture of where the key barriers lie, what solutions are already working across Europe, and an honest verdict on whether a unified, trustworthy health data system is truly within reach.

Workshop

This workshop explores how data that explores both sustainability and health has the capacity to promote transformative change. In a geopolitical crisis, there are benefits to applying a more unified approach that applies data to address common issues, foster understanding and generate impact. Sustainable actions have real health benefits, and health equity provides a shared mandate for all committed to sustainability.
In this workshop, in light of competing narratives, we ask the question “What is it we are not seeing in the data?”
Combining theoretical foundations with practical demonstrations, the session highlights how interconnected and planetary-health driven approaches enable more explainable, adaptive analyses. Attendees will learn how this emerging synergy can support data-driven decision-making and open new avenues for innovation. The workshop is structured into four sessions following an introduction:
1. Dr Carla Mateus will introduce key approaches at the intersection of climate change and historical data highlighting their potential to enhance our understanding of climate change from another perspective.
2.Prof. Rossano Schifanella and Dr Tadhg MacIntyre will present on the recently evolved solutions to understand urban health using green routes.
3. Dr Arlene Egan will explore aspects of leadership and challenges in change management.
4. Dr Michael Hanley will share knowledge on how we develop competencies across sustainability and enterprise context.

Workshop

How we interact with AI is diverse and rapidly developing, including voice, text or gestures, two-way and real-time exchanges. But what should the future of AI interaction be in order to enhance human capabilities and create efficient, trustworthy, and user and developer-friendly technology? The ‘Beyond the Prompt – Reimagining the Human AI interaction across disciplines’ workshop discusses what AI interaction currently is – through expert case studies of progressive AI developments; asks you to explore what could be – through a hands-on collaborative ideation session based on the expert’s identified challenges; and what should be – through a conversational panel discussion of current and future challenges facing AI interaction. Join us to push the boundaries of AI interactions.

Workshop

This workshop is split into four sections:
- Presentations from key projects, providing examples on how farmers, co-ops, and agri-tech companies are using agri-data for decision-making.
- Presentation”What is a Data Space?”, including a live demonstration of a data space platform.
- Discussion: “Are data spaces suitable for agriculture?”. Followed by expert Q&A
- Mini workshop: Participants will answers the questions, “What data would you share, and why? How would you like to control it?” Participants will have the chance to brainstorm, considering access, privacy, value, trust, and incentives.

This workshop will focus on strategic decision making around large-scale cyber security issues including how organisations will likely change to cater for the future opportunities and threats. When digital infrastructure is so central to every aspect of daily life and work, considerations of risk and cyber security are no longer specialist technical interests, but a strategic necessity. Considering risk is not to discuss commodities, but strategy.

We are delighted to welcome Frank Feighan TD, Minister of State for Public Procurement, Digitalisation and eGovernment, to launch our next step.
Frank Feighan is a native of Boyle, Co Roscommon. He was first elected to public office in June 1999 as a member of Roscommon Co Council, subsequently he was elected as a member of Seanad Éireann in 2002.
In 2007, Frank was elected to Dáil Éireann representing the Roscommon/South Leitrim constituency and was re-elected in 2011.
Taoiseach Enda Kenny nominated Frank as a member of Seanad Éireann in 2016 and in 2020, he was elected as a member of the Dáil this time representing the Sligo Leitrim, North Roscommon, South Donegal constituency. He was appointed Minister of State at the Dept. of Health with responsibility for Public Health and Drugs Strategy.
Frank was re-elected in 2024 and was appointed Minister of State for Public Procurement, Digitalisation and eGovernment in November 2025.
Frank is married to Dr. Elaine Mooney, and they have two children.
